Yes, a foreign individual or company can set up a company in Japan without having a Japanese partner. However it is required to appoint a Representative Director who is a resident in Japan (of any nationality). It is also necessary to secure an official office address in Japan.
The capital is not the money that needs to be blocked forever. You can start using it for business expenses once the company is registered.
There is no minimum requirement, so it is technically possible to set up a company with 1 yen capital. However, it is necessary to invest 5 million yen into the capital if you wish to apply for an “Investor/Business Manager” visa. Also even if you don’t apply for the Business Manager visa, it’s highly recommended to put at least 1 million yen into the company’s capital, otherwise, you will have a very hard time opening a corporate bank account, as most banks refuse to open a corporate bank account is the capital is too low.
A non-resident person can be a representative of a subsidiary company.
For a branch office, at least one representative in Japan must have an address in and be resident in Japan.
Foreign companies generally establish a business presence in Japan in one of three modes; representative office, branch office, and subsidiary company.

In principle, working visas cannot be obtained before establishing the base since working visas are issued for applicants (foreign nationals) on the premise that a Japan entity for which they work is secured. However, if applying for a “4-month business manager visa” or if using the “System for Encouraging Foreign Entrepreneurs Acceptance Promotion Project” or “Program to increase foreign entrepreneurs” in Special International Strategic Zones, it is possible to obtain a visa before the establishment of the base.

Corporations engaged in economic activities in Japan are subject to taxes in Japan on the profits generated by those economic activities. Even if there are no taxable income/profits, corporate inhabitant taxes are levied not only on income but also on a per capita basis using the corporation’s capital and the number of its employees as the tax base.
When hiring, employers enter into an employment contract with each employee. The following terms and conditions must explicitly be provided, in writing, within the employment contract. Contract period, workplace, duties, working hours, days-off, wage calculation period and pay-day , resigantion and dismissal and so on.
Employers can only dismiss an employee (i.e., the employer terminates the labor contract by notifying the employee of its intention to do so) with a concrete and justifiable reason.
